The overall goal: is to provide all people with access to needed health services (prevention, promotion, treatment and rehabilitation of sufficient quality without exposing them to financial loss.

The functions include:

1. Ensuring access of all people in Busia County to health services activities; strengthening the community health strategy, opening up more health facilities, establish and support reverse referral of specialized services e.g. chronic disease clinics to lower level facilitation.
2. Improving quality of services; increase scope of services e.g. laboratory, maternity to lower level facilities, offer specialized services to lower facilitation through reverse referral, support and improve maternal, child health services.
3. Ensuring affordability of health services; increase enrolment of the people to existing health insurance e.g. NHIF.

Support communities to establish income generating activities.
