The functions of the Directorate are:

  1. Production of credible and compliant County Long-term planning documents such as County Integrated Development Plan, County Annual Development Plan and County projects monitoring and evaluation reports.
  2. Provide high quality economic advisory services through efficient and effective fiscal planning, monitoring and evaluation services
  3. Coordination, formulation and implementation of policies and programs for accelerated, equitable and sustainable development
  4. To increase public participation in pertinent financial and planning matters through embracing public participation in all relevant planning aspects.
  5. Prudent financial management of county resources by creating an enabling framework and legal environment.
  6. Attain optimum structural, institutional, and human capacity

The Directorate of Energy was established under the Busia County Energy Act of 2018.

Mandates

The Directorate is charged with the following mandates;

  1. Researching on, designing, developing and implementing sustainable energy programs and Projects within the county for sustainable development.
  2. Building and maintaining Energy infrastructure like Solar-Powered mass lights as well as manage contracts on behalf of the County Government of Busia.
  3. Creating Linkages with State agencies such as Kenya Power, Rural Electricity and Renewable Energy Corporation (REREC), Energy and Petroleum Regulatory Authority (EPRA) among others and private development partners such as Kudura Power East Africa (KPEA) in a bid to increasethe county residents’ access to the Mains grid Electricity, Solar-Micro grids and other forms of clean energy.

ACHIEVEMENTS

The Directorate of Energy has made the following Achievements;

  1. Through their Partnership with state owned and mandated entities, Busia County Government has enabled over 4000 new Connections to the mains grid Electricity Network and over 2000 new connections to the remote Solar Micro grids.
  2. The Directorate has conducted Four Renewable Energy Campaign Drives on Proper Energy Use and Conservation to the County residents.
  3. Built and Maintained Over 300 Mass Lights and Street Lights.

FUTURE PLANS

The Directorate of Energy has the following Future Plans;

  1. Construction and equipping of an Energy Center for residents training and demonstration activities.
  2. To erect Mass-light towers to all major urban centers within the County.
  3. Designing and implementing the Busia Energy Master Plan.

The Department of Roads has made the following Achievements;

  1. It has maintained existing roads under the Fuel Levy Program covering Approximately 700 Kilometers
  2. It has upgraded selected gravel roads to Bitumen Standards in BusiaCBD,Malaba CBD and Kocholya Township totaling to 10.5KMS
  3. It has upgraded approximately 1100 Kilometers of earth Roads to gravel Standards throughout the County.
  4. It has opened up approximately 950 Kilometers of earth roads in Remote areas within the County that were previously inaccessible

Future Plans;

The Directorate of Roads plans to establish a materials testing Laboratory to enhance quality control of Projects which will make it easier for Upgrading of more Roads to Bitumen Standards within the County.

The Directorate Plans to Upgrade the newly opened earth Roads to Gravel Standards and also construct the Missing links such as bridges and box culverts to the newly opened road network.

The Directorate intends to build storm water drains to channel the storm waters safely to their natural water ways which has affected some Urban Centers.

The Directorate of Public Works has the mandate of overseeing provisions for mechanical and electrical works as well as general supervision of Public and Government Buildings.

The Transport department has the mandate of providing serviceable and operational road construction equipment and vehicles for use in construction of durable and quality roads within the County.

The department has the mandate of hiring County Equipment to contractors within the county which generates revenue to the County Government.

The County Transport department has the following Equipment under the Supervision of the County Mechanical Engineer;

  1. Five Tippers
  2. A Low Loader
  3. Five Graders
  4. Three Dozers
  5. Two Excavators
  6. Two Rollers
  7. Two Wheel Loaders
  8. Seven Utility Vehicles
  9. Heavy duty tools for the Mechanical Workshop

Future Plans

The Transport department has the following future plans

  1. Equip and modernize the County Mechanical Workshop
  2. Buy a pressing machine
  3. Create a Road Safety Campaign to raise awareness on the Safe use of Transport Infrastructure.
  4. Personnel Welfare to boost the morale of County Transport Staff.
  5. The Directorate plans to buy an additional fleet of Road Maintenance Equipment and dispose unserviceable ones in accordance with the Procurement and Disposal Act.
  6. Hire More staff to operate the Machines.
