 The Busia County Public Service Board is established under Section 57 of the County Governments Act 2012.

Mandate

The mandate of the Board is out in Article 235 of the Constitution of Kenya and elaborated in Sections 55 through to 77 of The County Government Act, 2012. It entails provision of competent human resource, promotion of good governance and ensuring efficiency and effectiveness in the provision of quality services in the public service as underpinned in Article 232 the Constitution.

  1. Establish and abolish offices in the county public service.
  2. Appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments; 
  3. Exercise disciplinary control over, and remove, persons holding or acting in those offices as provided for under this Part; 
  4. Prepare regular reports for submission to the county assembly on the execution of the functions of the Board; 
  5. Promote in the county public service the values and principles referred to in Articles 10 and 232; 
  6. Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 are complied with in the county public service; 
  7. Advise the county government on human resource management and development; 
  8. Advise county government on implementation and monitoring of the national performance Management system in counties; 
  9. Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees

Assumpta N. Obore, The Chairperson County Public Service Board

AssumptaNekesaOboreis currently the Chairperson of theBusia County Public Service Board, a position she has held from 2017 to date.

She is a holder of Master of Education (Management and Policy Studies-Moi University from 2007-2016).

She also holds a Post Graduate Diploma in Education Management from Kenya Education Management Institute (KEMI) from 2014-2016.

She had earlier graduated with a Bachelor’s Degree in Education Bad Science-botany and zoology with 2nd Class Honours from Kenyatta University (1986-1989).

Besides her current position, Mrs Obore is also an experienced educationist who has served in several institutions across the Country where she held positions of responsibilities as a teacher and a Principal.

She has also attended several induction courses and training covering her area of profession.

She also served as patron Busia County Volley Ball team.

Mrs Obore is currently pursuing a Doctorate Degree in Education Administration at Kibabii University.

 


Ms. Mondelane Nechesa Musundi, Board Member

Ms. Mondelane Nechesa Musundi is an experienced leader and professional with a wealth of experience in General Management, procurement, Commercial and Business Strategy, Sales &Marketing, Business development and Operations having spent over 20 years in various roles within the retail Services, financial services and Fast-Moving Consumer Goods (FMCG) sectors in Kenya. In all her roles, Ms. Musindi consistently demonstrated ability to transform businesses and organizations to deliver superior results.

She holds a Bachelors degree from Limkokwing University in Malaysia, a Diploma in Business Management from Ricatti Business College of East Africa as well as a Diploma in Banking from The former Kenya Polytechnic now Technical University of Kenya. As part of her continues professional development, Ms. Musundi has also attended various leadership seminars, conferences and workshops both locally and internationally. She is an Aluminus of Mukumu girls High school where she excelled in academics and Hockey.

MS. Musundi joined Busia County Public service board as a board member in June 2020.

 


Dr. Dominic Ayaa, Board Member

Dr.Dominics Dan Ayaa joined the Busia County Public Service Board as a member 0n 8th June, 2020. He holds a doctorate degree in environmental studies and community development from Kenyatta university (2009-2013). He also holds a masters of Arts degree in Rural Sociology and Community Development from the University of Nairobi (1992-1995).

Dr.Ayaa had earlier graduated from the University of Nairobi with a bachelor’s degree in Economics and Sociology (1988-1991).

He is a community development professional; and Monitoring and Evaluation Consultant with more than twenty two years’ experience. He also has vast experience as a lecturer and research coordinator, having worked in the deparment of development studies at Daystar University Nairobi .

He has had a stint as a tutor in environmental health, community development, proposal and report writing, resource mobilization for development, social policy and welfare administration, Criminology and problems of rapid urbanization, rural sociology and sustainable rural development as well community organization and action among others.

He did both O & A level Exams (1982-1985) and (1986-1987) respectively at St Paul Amukura High School.

Dr. Ayaa has also served in responsible positions in different organization which include being a committeemember of the Nairobi City County Ward Development Fund between Feb 2015 to Feb 2017.

He is also an external examiner for Masters and PhD theses in thedepartments of Development studies, Sociology and Social work at the Catholic University of Eastern Africa as well as at the institute of social transformation and Missionof Tangaza University College from March 2014 to date.

Before joining Busia County Dr.Ayaawas a senior lecturer in the department of development studies at Daystar University where he taught a number of course units at both the undergraduate and post graduate levels. Besides, he alsoofferedconsultancy services in curriculum development and key in the supervisionof MA and PHD theses.

He also served as head of Community Development, Social work and Psychology departmentat Daystar University from Jan 2005 to Dec 2010.

From 1995 to 1996 Dr. Ayaa worked with government of Kenya in the ministry of Commerce and Industry as Trade development Officer .He has also published a number of articles in reputed Academic Journals in the line of his profession.


Thomas Taka ouma, Board Member

Mr Thomas Taka Ouma joined the Busia County Public service Board on 6th June 2020.

He is a Holder of Master’s degree in Public administration (MPA) at Moi University (2012-2021).

He holds a Bachelor of Commerce Degree (Accounting Option) from Kenyatta University (2002-2006).

He is also a holder of Diploma in Business administration from the University of Nairobi (2000-2001)

Thomas Taka holds Zeugnis Certificate from German Institute Mombasa-Goethe Institut.

He had previously done Certified Public Accountant at Coast Institute of Technology (1989-1983)

 Mr Ouma worked as a manager at Busia County assembly Sacco LTD (2018-2020).

He also worked as a project accountant at Rural electrification Kenya (2008-2010).

He served as financial controller at Capt Andy fishing supply LTD (Regional Yamaha Outboard Engines Distributor (2002-2007). He also worked as Finance and Administration Manager of Pole and Hole Investment LTD.

Mr Taka worked as a senior Auditor in various auditing firms in Kenya (1994-2001). He had earlier worked with Nambo-Osieko water project as a finance and administration consultant.

 


Martin Sikolia, Director Administration & Finance

Mr Martin Sammy Sikolia was born on 28th May, 1968. He is the director of The Busia County public service board and an acting secretary/CEO of the board. He is a dynamic result driven professional with a progressive career in administration and management  

He holds a Bachelor’s Degree of Arts Economics from Egerton University (1988-1991).

In 2012, he added Strategic Leadership Development programme at the Kenya School of Government.

His other academic accolade is attending Government Training Institute Embu (GTI) for satisfied public Secretary Course (CPS) in 1999.

He also attended a six week course on strategies for poverty reduction at Rehovot in Israel–Weitz centre for development studies in 2009.

Sikolia also served as clerk to several County and Municipal Councils namely Embu, Bungoma, Kakamega, Kimilili and Malakisibetween 2000-2015.

Other positions held in Kitale Municipal Council are deputy town Clerk, admistration officer, senior committee clerk and clerical officer.

He seats on several boards of management for charitable organizations and care of disadvantaged children.He is a mentor and speaker on Christian leadership

Achievements

  1. The Board completed the recruitment of 934 staff in various departments, The appointments were meant to facilitate delivery of quality service to the public in Busia and to Kenyans in general. Among those recruited are of department of Water, Irrigation, Environment and Natural Resource, Office of the Governor and department of Health and Sanitation.
  2. Putting controls on the recruitment of casual workers, an avenue that used to stretch the wage costs in the County. 
  3. Fast tracked promotions and create harmony within the Busia County Public Service.
  4. Signed performance contract.
