Commissioner Ms. Julliet Ofafa, the chair of the Recruitment committee at the Busia County Public Service Board is a seasoned Program Development, resource mobilization and Management expert, with extensive experience within the development and the health sector.

She has managed multifaceted programs across various sectors, including community development, human rights, elections observation and Health (Health, Maternal - MCH, reproductive health, HIV/AIDS, Ophthalmic, dental, orthopedic, mental health, nutrition, among others), Food Security, and fostering community resilience against Climate Change.

Her portfolio encompasses overseeing and effectively managing a human workforce exceeding 2000 staff and contract members across Kenya.  She is proficient in donor contract management, sustainable development practices, analytical research, program design and implementation, budgeting, financial management, Monitoring & Evaluation (M&E), and adept in fundraising.

Her commitment to excellence, coupled with a holistic understanding of development dynamics and human relations, brings to the Busia County Public Service Board valuable experience and skills that are important in advancing its objectives and aspirations.

Ms. Ofafa has a master’s in public health (MPH) and is a graduate of Daystar University in Community Development/psychology and is pursuing a MA in Public Health specializing in Health promotion at AMREF University. She has done several professional short courses.
