Hon. Michael Aringo Onyura joined the County Public Service Board on 6th June 2022.
Hon. Onyura is a senior citizen with over 40years experience in senior management and leadership positions both in the Public Service as well as the Private Sector.
He is an alumni of Butula Boys (part of the Pioneer classes 1967-1970),
St Mary’s School Yala; 1971-1972 and the University of Nairobi.
He graduated with a B A (Hons); 2nd Class Upper (1976) having studied Government and Sociology.
He was first employed as a District Officer in the Kenya Government where he resigned after 3 (three) years of service to join the Private Sector. He worked for a leading multinational agribusiness company, Brooke Bond Kenya and Unilever Tea, rising through the ranks from Assistant Personnel Manager to the position of Group Personnel Administration Manager.
In 1999 he joined the Kenya Revenue Authority as Chief Human Resources and Administration Manager. He was part of the core team that oversaw the transformational development and culture change at KRA that smoothly transitioned four different government departments into a unitary, visionary, effective and professional entity – KRA
In 2013 Hon. M.A Onyura was elected to represent Butula Constituency in the 11th Parliament (2013 – 2017).
Following the 2022 elections, during the transition period at the County Government, he chaired the taskforce sub committee for Human Resource, Administration and Legal Services. The taskforce came up with some far-reaching recommendations that have been incorporated into the current
In November 2022 he was also appointed to chair the recruitment panel tasked with filling up the 4 (four) vacant positions that existed at the County Public Service Board.
He has over the period attended many short courses on Leadership, Governance, Human Capital Management and Industrial Relations.
Hon. Onyura is a founder member of the Institute of Personnel Management (IPMK); the precursor of the Institute of Human Resource Management (IHRM).
