The Elderly, People living with disabilities and ECDE children will be the main beneficiaries in Busia Governor Sospeter Ojaamong’s administration if it forms the next government after the August 8th general elections.
They will be provided with free NHIF cover. The assurance was contained in the Ojaamong’s scorecard and manifesto he unveiled on Sunday at Butula Polytechnic flanked by his running mate Moses Mulomi, Busia First Lady Judy Ojaamong and Busia Women representative Florence Mutua.
The health sector will also benefit from with the county government to purchase three ambulances for each of the seven sub-counties. Conditions of the health staff will be embraced to ensure that they are adequately remunerated and motivated to work
Ojaamong said his government will purchase more disaster management equipment for every sub-county to help in managing and mitigating disaster and to establish a disaster management and response/Contact Centre in Busia County.
My Government will construct two more modern stadia in Teso North and Funyula, establish a talent and incubation centre for the youth, issue grants to Women, Youth and People living with Disability with seed funds to assist them work for themselves and create employment for others and allocate more resource to youth enterprise fund for youths in Busia County.
We shall drill water borehole in most public educational institutions and market centers in the county, extend piped water to households, improve existing piped systems in rural and urban areas and develop sewerage systems in all our major towns.
My Government will purchase a tractor per ward, enhance extension and promotion services in agriculture, provide subsidized farm inputs especially for all farmers and increase funding to Agriculture Training Center in Busia.
We shall establish community storage facilities and create buffer stocks and stabilization fund to cushion farmers, Support farmers to adopt modern post-harvest technologies, Revive agriculture mechanization stations in every sub county.
My Government will recruit and post an additional 900 ECDE teachers to our public ECDE centers, absorb all ECDE teachers and youth polytechnic instructors on permanent and pensionable basis, introduce free milk programme for all children in public ECDE centers by January 2018.
We shall also endeavor to complete the construction of parking bays in Malaba and Busia, Upgrade prioritized rural access roads to bitumen standards, Ensure that all roads in our major towns are upgraded to bitumen standards, Ensure that all roads in our major towns are upgraded to bitumen standards.
My Government will involve the public in maintenance of roads through labor based approach, build and manage safe pedestrian walk-ways and bicycle lanes in Busia Town and Upgrade the existing parking bays in all major towns in the county.
We shall expand the urban street light program to cover all the urban areas in the county, issue land title deeds to all public schools, health facilities and other public institutions in the county, construct affordable and decent houses for county staff in major towns across the county and complete geospatial planning of all urban areas in the county by end of 2018.
We shall support farmers to form producer co-operatives, enhance livestock production by buying one dairy cow for each household, continue supporting Fish cage farming, create livestock feed factory, revive the fish storage and processing unit at Marenga to increase value to our fish products, revive the cotton industry in Teso North and Teso South.
We shall also encourage establishment of cottage processing industries in each sub county, increase allocation to Agriculture Development Fund to offer grant and low interest credit to farmers, engage professionals in agriculture to develop linkages to markets for farmers and agri-business development in the County and set aside funds to develop selected value chains in the County such as Dairy.
