Busia Waste Solid management functions transferred to Lands Department


The functions of Waste Solid Management in Busia County that was under the Department of Water and Irrigation has now been transferred to the Department of Lands, Housing and Urban Development.

Acting County Executive Committee Member for Water and Irrigation Bernard Yaite said the transfer of the Solid Management functions followed an Executive Order No 2 for June 2017 where some roles were reorganized from parent departments to other departments.

Addressing the press after the handover ceremony at the Water Department offices on Wednesday, Yaite said the meeting agreed to transfer the staff including , scrutiny of activities that was being undertaken and budget provisions to run this particular activity.

” A subcommittee has been put in place to ensure smooth transfer of the function by August 1 has been formed. It includes two Town management Committee members, two staff from the Department of lands led by the Chief officer and two staff from the Department of water led by the Chief officer to consolidate the handing over and taking over notes of this particular service.

We shall continue to assist the department of lands to implement the function of waste management, ” he said, adding that the department has done tremendously in ensuring the urban areas are clean and general environmental status is above par,” he said.

The CEC member said the department has purchased two new trucks to help in waste collection and relocating the waste to the dumpsite in Alupe.

” We have also gone ahead to develop legislation to support this particular function. There is Busia County Waste Management Bill of 2015 which is in the assembly , and we have employed seven environmental officers who monitor the environmental status and actual implementation of our programmes,” he said, adding that they will engage wananchi in public participation awareness creation and civic education on the importance of observing and maintaining clean cities and clean towns.

Those present included acting Lands CEC Martin Kafwa, acting Chief Officer Water Moses Weunda, Busia Town Administrator Ken Nabulindo, Busia Town Management Committee chairperson Sheila Kituyi, her Malaba Counterpart Livingston Ekisa and Lands Principal Administrative Officer, Maurice Odundo.
